Tri-City Property Management Services, Inc. is a locally owned company that has been serving Community Associations in Arizona since 1974.
The company’s philosophy to work only with homeowner controlled communities (non-developer), to manage those communities that are within a certain geographic location, and to focus solely on professional community management, has created the ultimate spotlight on customer service that is unsurpassed. Significant concentration is made on ethics, education and providing clients with the professionalism and leadership needed to govern their community.
Dedicated involvement with industry organizations is paramount to the company, creating an ever-evolving environment to ensure the expectations of clients are not only being met, but exceeded.

John Khayat - Owner
Hello,
I’m John Khayat, from PMI Real Estate Services. I moved to the Valley in 2001 for college and attended Collins College. I completed my BA in visual communications, and realized it was not the career path for me. I spent 16 years with Starbucks, and 14 of those years was as a manager and facilities. This is where my passion for customer service blossomed and became the high level it is now. My passion for management began as a board member on my HOA. I have served on my HOA for 19 years and have been president for many of those years. When I realized I had hit my ceiling for growth with Starbucks, I began to look at other opportunities, and found PMI. This Franchise opportunity allowed me to grow in all areas of real estate and allow me to focus on HOA as well. Joseph and I completed our first company acquisition in 2017, acquiring a commercial management company in Old Town Scottsdale. We completed our second business acquisition in 2021 purchasing a smaller residential management company in the West Valley. We completed two additional business acquisitions in Phoenix prior to acquiring Tri-City, all being residential focused management companies.
Joseph Heckel - Owner
My name is Joseph Heckel, Broker CoOwner of TCPM.
I was born in Milwaukee, Wisconsin and raised in Edmond, Oklahoma. I have been in and out of Arizona since 1980 when my grand parents moved to Sun City West.
I wrestled for ASU in the mid 90’s and is where I met my beautiful bride, a native of Arizona.
I have been in Real Estate since 2003 where I started as a Realtor at High Profile Realty. In 2005, I moved to Homesmart where a became a million dollar producer year after year. In 2009, when the market took a turn for the worst, I added a Property Management company called Property Management Real Estate Services DBA PMI Real Estate Services.
In 2017, I paired up with John Khayat to expand our Real Estate portfolio into HOA as well as more vacation type rentals. John was already into HOA management heavily so made the transition seamless.
We have completed over 5 acquisitions since 2017 to make us a true full service brokerage.
This helps us understand ALL aspects of Real Estate which they all go hand and hand.
Jenn Morales - Director of Association Relations
My name is Jenn Morales and I am the Director of Association Relations for both PMI and Tri-City Property Management. My passion is people and business, and the HOA industry is the perfect mix of both! I started my journey in the work force early in life in the restaurant industry, moving into management at 17. I eventually transitioned from restaurants and began working with PetSmart for the next 15 years rotating through different stores and PetsHotels that were deeply struggling. I would stay at a location for 6-12 months to get them set up with processes and integrate into the teams a culture that supports growth and expansion. Shortly afterward I consulted with a few small businesses which led me to meeting John and Joseph and introduced me into the world of HOA and property management. Outside of the property management world, I work with individuals and groups supporting them on their journey in healing trauma that they have experienced throughout their life. Serving people and businesses is what makes me feel alive!

Our staff is referred to as a “Team” of professionals, working together and exercising their leadership skills to serve our association clients. This teamwork creates a culture in which we are all working together towards one common goal – serving the needs of your community, which you are proud to call home.
Our Executive and Management Teams are credentialed with professional designations from Community Association Institute (CAI) and Arizona Association of Community Managers (AACM).
We believe our dedication and involvement with these two organizations through both education and ethics, lends to raising the professionalism in community association management.
