About Us

Tri-City Property Management Services, Inc. is a locally owned company that has been serving Community Associations in Arizona since 1974. 

The company’s philosophy to work only with homeowner controlled communities (non-developer), to manage those communities that are within a certain geographic location, and to focus solely on professional community management, has created the ultimate spotlight on customer service that is unsurpassed. Significant concentration is made on ethics, education and providing clients with the professionalism and leadership needed to govern their community.

Dedicated involvement with industry organizations is paramount to the company, creating an ever-evolving environment to ensure the expectations of clients are not only being met, but exceeded.

Executive Team

Phyllis Carpenter - Owner

Phyllis joined Tri-City under its prior ownership in the early 70’s. She served Tri-City as both Office Manager and Community Manager. With over twenty (20) years experience, Phyllis purchased Tri-City in 1993. She earned all of the professional designations from CAI, including AMS, CMCA, and PCAM. 

As the owner of Tri-City, Phyllis recognized that a new philosophy, held to this day, was important in achieving successful results and that was to work only for homeowner-controlled community associations and to solely focus on professional community management.   

Phyllis served as a board member of Arizona Association of Community Managers (AACM) after Tri-City joined this group as a founding member.

Jean-Marie Bellington - President

Jean-Marie returned to Tri-City in 2001 after having been away from the industry for sixteen years. During her absence Jean-Marie obtained a Bachelor of Science in Business Administration with a focus on Accounting. She worked as the Financial Director for one of the largest YMCAs in the country, in San Diego County. Jean-Marie had worked for Tri-City in the 1980’s in both the Accounting and Community Management Depts.

Jean-Marie is a current board member of AACM, chairs its Education Committee and is a frequent instructor of courses required to obtain and maintain the CAAM designation. She is also a frequent chair, member and writer for various course curriculum. Jean-Marie sits on the Legislative Action Committee for AACM, and is very involved in the legislative process, as it relates to HOA bills.

Jean-Marie is also a regular instructor for the City of Scottsdale’s—Neighborhood College.

Our Staff

Our staff is referred to as a “Team” of professionals, working together and exercising their leadership skills to serve our association clients. This teamwork creates a culture in which we are all working together towards one common goal – serving the needs of your community, which you are proud to call home.

Our Executive and Management Teams are credentialed with professional designations from Community Association Institute (CAI) and Arizona Association of Community Managers (AACM).

We believe our dedication and involvement with these two organizations through both education and ethics, lends to raising the professionalism in community association management.
